As the quest describes, find a rare mob, kill it, quest complete. This is what was the expected outcome was. I was in Redridge Mountain on my Mage, the rare mob was admittedly under level (grey) so maybe this has an impact, but if not, then the bug itself is that not all Rare mobs work.
