DK Death knight missing out on utility class skills

Please lower the level requirement to 60 of skills:

Icebound Fortitude – DK have talent for it in the frost tree, but not the skill – stun immunity
Blood Tap – blood to death rune – utility skill
Empower Rune Weapon – rune cool down reset

Anti-Magic Shell – spell shield
Path of Frost – utility skill

Horn of Winter – class buff – maybe with lower stats
Rune Strike – maybe copy the stats in line with Warrior Revenge skill?
