Had this happen as same. Whenever I casted a spell, would deal both the melee damage to myself as well as the additional seal damage. Was occurring with my T2 gem also as a Paladin. Can confirm each spell would reduce a stack. When I manually right click to remove the buff I no longer take damage when casting.
I'd move up the priority to medium maybe but that's probably because I am playing hardcore and nearly died to this bug :p
