On All Gems Effect and to a degree on struck gems will not work in some states.

There is currently a bug affecting some of the gems. For on all effects the following happens:
Single target abilities are not proccing from being struck, from healing, from hot ticks, with enemy targeted. (pbaoe and aoe abilities work, but with their own smaller issue)

But will proc from direct damage, dots, and attacks. (except Death Coil which is currently completely bugged and not working)

This is easily testable by targeting an enemy, being hit by them and trying to get the ability to proc without a direct attack or dot. It will not trigger.

Point Blank AoE abilities, or other AoE attack spells will default to targeting yourself. This is why these spells start from your character, instead of from the enemy. And why they proc without issues, unlike the single target ones.

If you are applying the effect by dealing damage then you will not notice much to this bug, for the most part it reduces proc rate for tanks and those holding agro, and it removes it as a viable damage option for healers to do assist damage during dungeons while being fully heal focused.

Quite extensive testing was done with several different on all gems, and for any that was single target this held true.

Testing was done with two people on the strike gem, including targeting mob on another player while being struck to trigger Flamestrike, instead of targeting enemy it fires off under players feet.

So in effect, aoe and pbaoe capable skills should from what seen so far be capable of working with struck and on all. Single target abilities that need a specific target, only work on damage being dealt in some form.
